Some explainations:

Catalog blocks for actuators are working in the most cases. If you prefer creating your AutoCAD blocks by Python scripts, you still can do that, this workflow helps you to do this more efficiently:

Please note that if you create a Plant block using PLANTPARTCONVERT, that you do not define a port, the actuator block doesn’t have a port. The connecting point to the valve is defined by the origin of the AutoCAD block.
