Guia prático para implementação do Last Planner® System na construção

Porque implementar a metodologia Last Planner®

Um grande problema para indústria da construção está relacionado a utilização dos recursos. Desde o tempo, passando por materiais, até a mão de obra, os recursos têm sido investidos em atividades que não agregam valor para o projeto ou o cliente. De acordo com o Construction Industry Institute, 58% dos gastos de construção equivalem a desperdícios. Gargalos de planejamento, logística de materiais, falta de comprometimento com o cronograma e retrabalho são apenas alguns desses obstáculos que levam a indústria da construção a ter um dos mais baixos índices de produtividade comparado a outras indústrias.

Atualmente, pode-se dizer que a única constante para projetos de construção seja a variabilidade. Alterações inesperadas e outras interrupções costumam ocorrer muitas vezes – diariamente. São duas as características inerentes aos projetos de construção que contribuem para a variabilidade e tornam desafiador para as equipes identificar questões ou se adaptar rapidamente à mudança:

  1. Um ambiente de trabalho em constante evolução – Quer se trate de uma reforma ou de uma nova estrutura, todo projeto de construção começa como um projeto personalizado. Ao contrário da manufatura tradicional, onde os trabalhadores chegam na fábrica para trabalhar de forma ordenada em uma linha de montagem, o ambiente de trabalho para projetos de construção geralmente está evoluindo junto com o projeto.
  2. Diferentes “equipes de equipes” – Os projetos de construção reúnem vários especialistas diferentes – de arquitetos a empreiteiros gerais e de sistemas prediais (mecânicos, elétricos e de hidráulicos) – que podem ou não ter trabalhado juntos em projetos anteriores. A combinação de interesses e prioridades concorrentes e diferentes personalidades e processos pode dificultar o planejamento. Esses fatores podem prejudicar a previsibilidade e a rentabilidade de qualquer projeto de construção.

A construção enxuta (Lean Construction) – como foi apresentado no post 6 Fatores críticos para uma construção enxuta de sucesso – é um caminho para eliminar os desperdícios de recursos em projetos de construção. As equipes adotam uma abordagem “mais enxuta” (leaner) aos processos e mecanismos utilizados para entregar projetos aos proprietários.

Para empreiteiros, a implantação de práticas de construção enxuta em um processo de planejamento de produção é de grade importância. Isso requer sair do processo tradicional de planejamento de comando e controle (Push Planning), ganhando adesão das partes interessadas nos mais altos níveis da organização.

O processo tradicional para o gerenciamento de projetos tem sido centralizado, com o superintendente assumindo uma abordagem de comando e controle para definir o cronograma de como e quando o trabalho deve ser concluído.

No entanto, esta abordagem não incentiva a participação das partes interessadas, nem convida ao compartilhamento de ideias necessárias para completar as atividades no tempo e sem incorrer em resíduos.

Além disso, o planejamento de projetos tradicionais não é organizado para lidar com problemas que inevitavelmente ocorrem entre uma etapa e outra e que podem atrasar o progresso e a execução de tarefas para concluir determinada fase. E quanto mais longe você tentar planejar, mais provável é de as previsões estarem erradas.

Uma abordagem melhor é o planejamento da produção. O trabalho é dividido em pequenas tarefas que podem ser planejadas e executadas de forma confiável.

Além de possibilitar um fluxo de trabalho contínuo, o planejamento da produção é fundamental para a construção enxuta, pois ajuda os times a:

  • Melhorar a precisão e confiabilidade do planejamento;
  • Eliminar desperdícios;
  • Construir uma cultura de compromisso e responsabilidade;
  • Estabelecer um ambiente de comunicação aberta, transparente e honesta;
  • Identificar e gerenciar barreiras;
  • Aprender com a experiencia e melhorar como equipe.

A metodologia Last Planner®

Os projetos de construção são redes de compromissos. Eles envolvem centenas e milhares de transferências e dependências entre subempreiteiros ou grupos de trabalho. Assim, para o sucesso do projeto, é essencial entender como esses compromissos serão cumpridos. Isso significa envolver os especialistas: os “últimos planejadores” (“last planners”), aqueles que de fato executam as tarefas.

Os “últimos planejadores” (“last planners”) são geralmente os subcontratados ou parceiros comerciais em um projeto de construção. Com a metodologia tradicional, eles são as últimas pessoas a terem a oportunidade de planejar o trabalho antes que ele seja realizado.

A metodologia Last Planner® é fundamental para o planejamento da produção, na qual os “últimos planejadores” (“last planners”) são convidados para o processo de planejamento para que eles tragam seu conhecimento e experiência para a discussão e ajudem a criar um ponto de partida detalhado para o Pull/Phase Plan, descrito mais adiante.

No entanto, antes de adotar o planejamento de produção, é importante que as equipes do projeto compreendam que o plano de trabalho desenvolvido através do processo não deve substituir o cronograma mestre. O planejamento da produção destina-se a ajudar a equipe do projeto a ser a mais produtiva, com a menor quantidade de resíduos, dentro dos parâmetros do plano mestre.

Os principais marcos do projeto são identificados a partir do plano mestre e detalhados no Pull/Phase plan (primeira etapa do planejamento da produção). Esses marcos são trazidos para o plano de produção e todas as atualizações dos principais marcos são refletidas novamente no Plano Mestre.

O resultado final desse processo é um plano mestre que resume o projeto de construção em um nível mais alto; a equipe do projeto, portanto, não deve tentar incorporar todos os detalhes de planejamento de produção no Plano Mestre.

Existem cinco etapas importantes para o processo de planejamento da produção, além do planejamento estratégico – o Master Plan (ou Plano Mestre):

  1. Pull/Phase plan
  2. Look-Ahead plan
  3. Weekly Work plan coordination
  4. Daily Check-ins
  5. Review and Improvement

Pull/Phase plan

O primeiro passo para um planejamento de processos da produção é determinar o fluxo de trabalho que deve ser estabelecido para atingir as metas definidas no plano mestre:

  • Comece por identificar uma meta;
  • Trabalhe do futuro para o presente – e não o contrário – para desenvolver a sequência de trabalho mais eficiente;
  • Definidas as atividades desse fluxo, anote cada uma em uma nota adesiva (post-it);
  • Cole cada post-it na parede, respeitando a sequência das atividades definida anteriormente.

Certifique-se de que cada post-it define claramente a lista de fornecedores necessários para que aquela determinada tarefa seja executada (as etapas predecessoras serão os próximos post-it serem colocadas na sequência). Uma vez que os times estabelecem todas as atividades futuras em notas, é recomendado que o conteúdo de cada post-it seja digitalizado – e de preferência disponibilizado utilizando a computação em nuvem – para facilitar o rastreamento e a verificação do progresso semanal (terceiro passo: plano de coordenação de projeto semanal – Weekly Work plan coordination).

O processo do Pull/Phase plan deve focar nas transferências críticas (handoffs) entre subempreiteiros. Tal abordagem ajuda os times de projeto a identificar proativamente e solucionar e remover obstáculos potenciais que poderiam interferir no andamento e conclusão da sequência de trabalho planejada. A ideia é não planejar com muita antecedência, apenas o suficiente para descobrir que possíveis erros e bloqueios podem ser evitados se identificados com antecedência, antes que gerem atrasos e desperdícios em outras etapas.

Look-Ahead plan

Bloqueios de projetos de construção podem incluir RFIs (Request for Information), pedidos que requerem aprovação, e Change Orders (pedidos de alteração de projeto).

Frequentemente tais bloqueios envolvem partes interessadas que não estão no canteiro de obras, como os proprietários, arquitetos, engenheiros e órgãos de licenciamento. Isso significa que nem sempre as equipes de canteiro podem controlar direta e prontamente a resolução de bloqueios críticos; eles precisam de tempo para reportar e receber ajuda e respostas. O Look-Ahead plan – que leva em consideração um período máximo de 6 semanas a frente – fornece esse tempo.

Mais do que um panorama do Plano Mestre (Master plan), o Look-Ahead plan é um detalhamento do Pull/Phase plan que foi desenvolvido pelos “últimos planejadores” (“last planners”) na etapa anterior. Ele define claramente o trabalho que com certeza pode ser realizado naquele período e quando e identifica transferências (handoffs) entre subempreiteiros e as equipes de trabalho. Dessa forma, fica mais fácil determinar os bloqueios e obstáculos e remove-los através de uma linha de tempo específica definida para tal resolução.

O Look-Ahead plan faz parte do horizonte global de planejamento da produção. Em uma reunião de coordenação por semana a equipe de projeto analisa o desempenho da semana anterior e conclui o planejamento de trabalho para a semana que se segue – terceira etapa, descrita a seguir. Durante essa reunião, eles também podem rever o horizonte “look-ahead” de 4 a 6 semanas para identificar problemas potenciais e discutir como resolve-los ou preveni-los.

Weekly Work plan coordination (Plano de Trabalho Semanal)

O Plano de Trabalho Semanal, desenvolvido pelos “últimos planejadores” (“last planners”) a cada semana, é o compromisso mais confiável em relação ao que será feito na semana seguinte. Somente aquelas atividades que com certeza podem ser realizadas no prazo designado são consideradas neste plano.

A coordenação do Weekly Work plan (Plano Semanal) é feita em 3 etapas:

  1. Preparação para reunião

As quintas-feiras são ideais para a reunião já que dá tempo ao time para resolver quaisquer perguntas abertas e finalizar o plano até sexta-feira. A reunião deve durar de 45 a 60 minutos e todos os membros-chave da equipe, incluindo os “últimos planejadores” (“last planners”) que assumirem compromissos para as equipes de canteiro, devem participar.

Antes da reunião da equipe, o superintendente deve estabelecer expectativas claras para coordenar o Weekly Work plan (Plano de Trabalho Semanal):

  • Os parceiros comerciais devem estar preparados, com suas atividades planejadas para a semana que se segue;
  • Se novas tarefas forem planejadas, elas devem ser adicionadas ao Weekly Work plan antes da reunião;
  • Todas as atividades planejadas não devem demorar mais do que 5 dias para serem concluídas.

2. Gerenciamento da reunião

O superintendente deve facilitar a discussão durante a reunião. 5 minutos devem ser dedicados à segurança e, em seguida, cerca de 10 minutos devem ser gastos com a revisão dos resultados da semana anterior. Como parte da revisão dos resultados, todas as atividades comprometidas devem ser atualizadas, caso não tenham sido atualizadas nas reuniões de Daily Check-ins (Check-in Diário, próxima etapa).

Além disso, a Porcentagem do Plano Concluída (PPC) – um cálculo simples usado para determinar qual percentual de compromissos planejados foi realmente entregue naquela determinada semana; e as causas raízes – fatores responsáveis por criarem barreiras – devem ser revisados.

Use o tempo remanescente para finalizar o plano de produção para a próxima semana. Cada subcontratado apresenta seu planejamento e cada steakholder deve concordar com os compromissos explicitados. Qualquer coisa que exija uma discussão prolongada deve ser apresentada para um acompanhamento adequado em um momento posterior.

3. Pós-reunião

O planejamento da produção deve ser atualizado pelos engenheiros de campo, projetistas e/ou subempreiteiros parceiros dentro de 4 horas contadas a partir do final da reunião e distribuído para todos os participantes imediatamente.

Daily Check-ins

Verificações regulares e diárias são essenciais para a metodologia Last Planner® e o “fluxo de responsabilidades” que, em última instancia, conduzem práticas de construção enxuta (lean construction).

O time de projeto deve se encontrar no canteiro diariamente por aproximadamente 15 minutos para gerenciar os compromissos estabelecidos no Weekly Work plan (Plano de Trabalho Semanal).

Durante essas reuniões diárias, o time de projeto deve discutir logística e obstáculos, além de atualizar o status das atividades (completas ou incompletas). As tarefas incompletas devem ser reagendadas. Tais encontros podem ocorrer no início ou no final de turnos.

Revisão e Aprimoramentos

Nesta fase final do planejamento de produção, as equipes devem aprender com as falhas ocorridas para concluir o trabalho prometido, observando se as entregas/atividades foram executadas na data estipulada.

Os resultados são então apresentados e discutidos durante a reunião do Weekly Work plan (Plano Semanal). Usando métricas como PPC e causas raiz, a equipe deve criar um plano de ação para aprimoramento e as melhores práticas devem ser comunicadas aos steakholders.

Utilizando as ferramentas corretas, é possível planejar com ainda mais eficiência. Para isso – e ajudar equipes dispares a entrarem em consenso – considere a criação de um livro formal que descreva os principais passos para o planejamento da produção e sua finalidade. Este post pode servir como um modelo para tal livro.

Depois de finalizada a transcrição para o planejamento da produção e efetivamente estruturada a metodologia Last Planner® para gerenciar tarefas, compromissos e dependências durante as reuniões de planejamento, procure por uma maneira eficiente de capturar, gerenciar, visualizar e colaborar com dados coletados.

Planilhas e post-its são os pontos de partida comuns, mas ferramentas moveis e que utilizam computação em nuvem para o planejamento de projeto ajudam a alcançar uma eficiência ainda maior. Antes de avançar com o processo de planejamento, as responsabilidades principais a cada uma das 5 etapas descritas devem ser atribuídas.

Os quatro papeis principais no planejamento da produção e suas responsabilidades típicas são:

  • Superintendente de contrato geral – liderar o processo de planejamento e:
    • Reforçar e usar o processo para gerenciar a produção no campo diante das datas de conclusão referenciadas no Plano Mestre;
    • Facilitar as sessões de planejamento Pull/Phase plan;
    • Revisar o Look-Ahead plan enviados pelos subempreiteiros;
    • Participar dos Daily Check-ins;
    • Usar o planejamento acordado para impulsionar a produção.

  • Engenheiro de obra – assegurar a documentação e minuciosidade do processo de planejamento por:
    • Registrar atualizações e mudanças na reunião de coordenação semanal;
    • Ajudar os parceiros a fornecer informações e acompanhar o status dos planos semanais dos mesmos.

  • “Últimos planejadores” (“last planners”) – fornecer informações para o planejamento, gerenciar suas equipes que executam o plano e:
    • Fazer parte das reuniões de planejamento, na etapa de Pull/Phase plan, conforme necessário;
    • Enviar o Look-Ahead plan a cada semana;
    • Participar das reuniões de coordenação semanais – Weekly Work plan coordination – e se comprometer às tarefas semanais;
    • Participar dos Daily Check-ins em campo e fornecer um status preciso na conclusão dos compromissos;
    • Usar o processo de planejamento de projeto para trazer detalhes para o próprio planejamento interno.

  • Gerente de projeto – facilitar a remoção de obstáculos encontrados no projeto e:
    • Gerenciar a comunicação com o (s) proprietário (s) do projeto;
    • Fornecer os recursos necessários para os “últimos planejadores” (“last planners”) executarem o plano.
